Many couponers like to buy coupons from coupon-clipping services or through eBay. Because most all manufacturer coupon redemption policies clearly state that buying and selling coupons voids the value of the coupon, there is no legitimate way to sell coupons that have value. It's illegal to sell coupons. It is not illegal to purchase coupons from a legitimate coupon clipping service that charges for clipping the coupons.

An experienced couponer might be able to make up the weekly cost of the papers, but probably has a lot of leftover coupons that they wouldn't use otherwise.
They can help recoup their cost by selling loosies sounds like cigarettes for a nominal charge. This makes value from the coupons that would otherwise be discarded by the experienced couponer and allows the newbies to take advantage of volume deals they otherwise wouldn't be able to do.
I'd give the example of target this weekend- there was a sale on dog treats that required: four internet printable target coupons, two manufacturer coupons from the local paper, two target coupons from the local paper, and a target mobile coupon. It involved buying dog treats and making back about eight dollars in store credit on the initial cost.
If you have a dog, you'd want to do that deal a few times over, rolling the store credit to not only stock up on treats, but also to get the extra store credit. Doing it more than once is out of the normal reach of a beginner, but they'd benefit from getting basically free dog treats and store credit that would otherwise free up money in their budget for more efficient purchases a slow cooker, bulk ingredients, etc. Even with a bunch of the extra store credit eaten up by the cost of buying them though, there's still enough benefit in free dog treats to make it make sense to buy them.
Moneymakers, freebies, and nearlyfreebies usually tend to merit buying coupons when people feel that they'll benefit. We don't do it, but know a lot of people that do. At that rate its easy to stock up for a whole year. For a personal story from a coupon buyer: I live in an area with Publix stores.
